Tandem breakers — sometimes called "twin," "double," or "cheater" breakers — pack two separate circuits into the physical space of one breaker slot. They're a legitimate, code-recognized device, but they're also one of the most commonly misused components in a residential panel, and a frequent reason a panel fails inspection.
A tandem breaker has two separate switching mechanisms and two separate sets of lugs, but mounts into a single breaker space in the panel. It's not the same as a double-pole breaker — a double-pole breaker is one 240V circuit using two slots, while a tandem is two independent 120V circuits sharing the physical footprint of one slot.
The single biggest factor in whether tandem breakers are allowed is whether the panel itself is listed for tandem use in that specific location. Panel manufacturers design certain slots — often marked with a label inside the panel door or identified in the panel's listing — as accepting tandem breakers. Other slots in the very same panel may not be rated for it at all.
This is the detail that trips people up: just because a tandem breaker physically fits into a slot doesn't mean it's permitted there. The panel's UL listing determines which slots can legally accept a tandem, and that information is specific to the panel, not a universal rule across all panels.
Panels are engineered with a maximum total amperage the bus bar can safely handle. The listing process accounts for tandem-capable slots specifically so that doubling up circuits in those positions doesn't exceed what the bus and panel were tested to handle. Installing a tandem in a non-rated slot can overload that section of the bus beyond its tested capacity — a real safety issue, not just a paperwork technicality.
Used correctly — in a slot the panel is actually listed for, from a tandem breaker compatible with that panel brand — tandems are a perfectly legitimate way to add circuits to a panel that has rated capacity for them without requiring a full panel change. They're common and accepted practice across the trade. The issue has never been the device itself; it's using it somewhere the panel wasn't engineered to support it.
Tandem breakers aren't inherently a problem — improperly placed tandem breakers are. Before installing one, confirm the specific slot is listed for tandem use in that panel, confirm the breaker brand matches the panel manufacturer, and never assume "it fits" means "it's allowed." That one check is the difference between a clean inspection and a failed one.
